The Directorate of Criminal Investigations (DCI) has arrested Cyrus Kisavi Musyoka, the Member of County Assembly (MCA) for Ikanga/Kyatune Ward in Kitui County, over alleged mobile phone thefts in Nairobi’s Central Business District (CBD).

In a statement issued on Friday, October 23, 2026, the DCI said detectives from Kamukunji Police Station arrested Musyoka along Mfangano Street following actionable intelligence linked to a series of reported phone theft incidents.

“A trail of alleged mobile phone thefts in Nairobi’s Central Business District (CBD) has finally caught up with a sitting Member of the County Assembly (MCA), following his arrest by detectives from Kamukunji Police Station,” the DCI stated.

According to investigators, Musyoka was being investigated in connection with three separate mobile phone theft incidents reported in August and September 2026.

The DCI said CCTV footage played a key role in the investigations, helping detectives identify the MCA in connection with the reported incidents before his arrest.

The arrest also brought to light an outstanding warrant in a separate case, Criminal Case No. 112/303/2024, pending before the Makadara Law Courts.

According to the investigative agency, Musyoka had previously been released on bond after being charged with stealing in the separate case but allegedly failed to attend court as required.

“CCTV footage proved instrumental in the investigations, with detectives positively identifying him in connection with the reported incidents. His arrest has also brought to the fore an outstanding warrant of arrest in a separate case,” the DCI said.

The MCA was expected to remain in custody as detectives completed the necessary processing ahead of his arraignment in court.

The DCI reiterated that investigations and the pursuit of suspects would continue regardless of an individual’s position or status in society.

The latest arrest comes after Musyoka was reportedly arrested in 2025 over the alleged theft of mobile phone accessories valued at approximately KSh 1.9 million.

In that case, the DCI said investigations followed a report made on February 8, 2025, concerning a parcel containing mobile phone accessories that was being transported to a client in Mombasa.

The missing items were reported by the management of Buscar Courier Services, located along River Road in Nairobi. Investigators reportedly analysed CCTV footage linked to the incident as part of efforts to establish what happened to the consignment.

The latest allegations and the earlier case have brought renewed attention to the investigations involving the Kitui MCA. However, the allegations remain subject to the legal process, and any determination of criminal liability will be made by the courts.

Musyoka is presumed innocent unless and until proven guilty in accordance with the law.
