Eng. Philemon Kandie, the embattled Director General of the Kenya Rural Roads Authority (KeRRA), has officially resigned from his post, days after being linked to the financing of the June anti-government protests that rocked the nation.

KeRRA announced Kandie’s resignation in a public notice issued Friday, stating that his exit from the position takes effect immediately.

“The Authority wishes to inform the general public of the resignation of Eng. Philemon Kandie, MBS, as the Director General of Kenya Rural Roads Authority, effective 11th July 2025,” read the statement.

Government Spokesperson Isaac Mwaura also confirmed the development by publishing a copy of Kandie’s resignation letter, which indicates that the outgoing DG opted to resign two years before his official term was due to end.

“This letter serves as a formal notification of my resignation from the position of Director General at Kenya Rural Roads Authority, giving a notice of 3 months effective 11th July 2025, with my last day of employment being 10th October 2025. I wish to proceed on my 45 days’ annual leave during the period of my notice effective 14th July 2025,” Kandie wrote.

Kandie’s resignation comes barely a week after a petition was filed in the High Court on July 2, seeking his removal from office over alleged involvement in funding the June protests that turned chaotic in several counties.

According to the petition, the KeRRA boss was accused of abusing his office by allegedly channeling public funds through fictitious companies and questionable contractors linked to the Authority.

The petitioner further claimed that intelligence and investigative agencies had flagged Kandie in reports linking procurement accounts and logistics support for the violent demonstrators to entities associated with him.

Citing violations of the Constitution, including abuse of office, misuse of public resources, and failure to uphold national values as outlined in Chapter Six, the petition sought several legal actions.

Among them was a declaration of gross misconduct, a permanent injunction barring Kandie from holding public office, and an order compelling the Ethics and Anti-Corruption Commission (EACC) to launch a thorough investigation into the alleged misappropriation of KeRRA funds.

While Kandie has not publicly addressed the allegations, his sudden resignation has fueled speculation that pressure from ongoing investigations and mounting public scrutiny may have prompted his exit.

In the interim, Jackson K. Magondu, currently serving as Director of Planning, Design and Environment at KeRRA, has been appointed to take over the Director General’s role in an acting capacity.

The resignation marks a significant shake-up within the country’s infrastructure sector, with watchdogs and members of the public now calling on authorities to pursue the truth and ensure accountability.
