The government has announced plans to recruit an additional 5,000 police officers before the end of 2026 as part of efforts to strengthen national security ahead of the 2027 General Election.

Interior Principal Secretary Raymond Omollo announced the planned recruitment on Friday, October 30, 2026, during the official opening of Manyatta Police Station in Kisumu County.

Omollo called on Members of Parliament to support the proposed recruitment by approving the necessary budgetary allocation, estimated at approximately Ksh2 billion, to facilitate the exercise and improve police officers’ welfare.

The Principal Secretary noted that despite the recent recruitment of thousands of officers, the country still requires additional personnel to strengthen security operations and improve police coverage across different regions.

“Although we have increased the number of police officers, we know that the numbers are still not adequate. That is why I want to appeal to our Members of Parliament that when we return seeking financial and budgetary support, they should support another recruitment exercise before the end of this year, targeting approximately 5,000 recruits,” Omollo stated.

The proposed intake is expected to build on the recruitment of more than 10,000 police officers who completed training and were deployed to various parts of the country over the past ten months.

According to Omollo, the newly trained officers have already been integrated into security operations, with some deployed to support experienced personnel at different police stations.

“In the last year or close to 10 months, we had 10,000 police recruits that underwent training in various institutes in the country. Actually, in this station we have two recruits that are supporting senior colleagues,” he added.

The planned recruitment comes as the government prepares for the 2027 General Election, with security agencies expected to strengthen their presence and improve preparedness in areas that could experience electoral tensions.

The additional recruitment is part of broader government plans to enhance security ahead of the next general election.

According to Omollo, the government intends to strengthen preventive security measures by identifying potential areas of concern early and deploying officers before security situations escalate.

The strategy is expected to involve improved early-warning systems, enhanced intelligence gathering and increased police presence in areas considered vulnerable to insecurity.

The government has also indicated that increasing the number of officers will help address the existing gap between the police workforce and the country’s growing population.

Kenya has faced challenges in meeting the United Nations-referenced police-to-population benchmark of one officer for every 400 citizens, making additional recruitment an important component of efforts to expand police coverage.

However, the proposed recruitment will depend on the availability of funding and the approval of the necessary budgetary resources by Parliament.

Ksh2 billion allocation to support recruitment and police welfare

Omollo said the government would require approximately Ksh2 billion to support the proposed recruitment exercise alongside improvements to police officers’ welfare.

The allocation is expected to contribute towards the costs associated with bringing additional officers into the National Police Service and supporting broader reforms within the security sector.

The government has also undertaken salary adjustments for junior-ranking officers as part of efforts to improve working conditions and address concerns surrounding remuneration in the police service.

Beyond recruitment, the Interior Ministry is reviewing the police training curriculum and implementing retraining programmes for serving officers.

The proposed reforms are aimed at strengthening professionalism, improving public engagement and enhancing the capacity of officers to manage security challenges.

Omollo urges young people to embrace peace ahead of elections

During the Kisumu event, the Principal Secretary also called on young people to maintain peace as the country approaches the 2027 General Election.

He encouraged eligible Kenyans to register as voters and participate in the electoral process rather than engage in violence or activities that could disrupt public order.

The government has repeatedly emphasised the importance of maintaining security before, during and after the elections, particularly in areas that have previously experienced political tensions.

The opening of Manyatta Police Station brought together several regional leaders, including Kisumu Deputy Governor Mathews Owili and Gem Member of Parliament Elisha Odhiambo, alongside other elected leaders from the region.

Who is responsible for recruiting police officers in Kenya?

The recruitment of police officers in Kenya is governed by constitutional and legal provisions defining the responsibilities of different security institutions.

The Court of Appeal has ruled on the respective recruitment mandates of the Inspector General of Police and the National Police Service Commission, distinguishing between the recruitment of uniformed police officers and civilian personnel.

The ruling gave the Inspector General authority to recruit uniformed police officers while reserving the recruitment of civilian staff for the National Police Service Commission.

The proposed recruitment of 5,000 additional officers will therefore be undertaken within the applicable legal and institutional framework governing the National Police Service.

With the government targeting an additional intake before the end of 2026, attention now turns to Parliament’s consideration of the required funding and the eventual announcement of the recruitment process.

The government is expected to provide further details on the recruitment exercise, including application dates, eligibility requirements and the official selection process.
